Forensicare:

Forensicare (Victorian Institute of Forensic Mental Health) is Victoria’s specialist provider of forensic mental health services. We deliver recovery-focused programs that support consumers living with serious mental illness or problematic behaviours who are connected to, or at risk of contact with, the justice
system, across a variety of settings including community-based services, inpatient units, and secure environments throughout Victoria.

Position Objective:

The Health and Safety Officer provides specialist, hands-on health and safety expertise within the hospital directorate, working closely with clinical and operational stakeholders to identify, assess and manage risk in a complex forensic mental health environment. The role delivers practical, solution-focused support to
strengthen safety systems, address operational risk and ensure compliance with legislative and regulatory requirements in a way that is effective, sustainable and embedded in day-to-day practice. Operating with a high degree of professional autonomy, the position undertakes and leads detailed WHS gap analysis, risk
assessment and implementation activities, ensuring safety systems are robust and fit-for-purpose within secure clinical settings.

The role plays a key part in supporting service and infrastructure initiatives, including the expansion and commissioning of clinical units, ensuring health and safety requirements are integrated from planning through to operation. Through close collaboration with leaders, frontline teams and custodial partners, the Health and Safety Partner contributes to the continuous improvement of safety systems, supports incident response and investigation, and strengthens local governance and consultation processes. The role embeds practical, effective controls that balance patient care, security and workforce safety, enabling safe, inclusive and psychologically healthy workplaces across the hospital environment.

Key selection criteria:

  • Relevant tertiary qualification in occupational health and safety, health sciences, human factors,
organisational psychology or a related discipline, or equivalent senior specialist experience in health,
    safety and wellbeing
  • Demonstrated expertise in interpreting and applying occupational health, safety and wellbeing
legislation, standards and regulatory requirements, including psychosocial risk obligations, within
    complex and highly regulated environments
  • Substantial experience operating as a senior specialist or partner in health, safety and wellbeing,
providing authoritative advice and influencing practice across multiple services or directorates
  • Proven ability to provide high‑level, risk‑informed and evidence‑based advice to leaders on complex
health, safety and wellbeing matters, drawing on professional judgement, legislation and best practice
  • Demonstrated experience leading or contributing to enterprise‑wide health and safety strategies,
programs or system improvements, including prevention and early intervention approaches
